Issue description
Item 376 imported from sourceforge.net tracker on 2013-01-28 20:18:20

Currently (r20405) there is no code for handling cruising and maximum speeds for geoscape craft. A description of the desired behaviour follows.

All craft should use their cruising speeds by default. PHALANX interceptors and attacking UFOs should go into combat speed as soon as they come within x degrees of their target (still outside weapons range though). PHALANX craft and UFOs that try to break off from combat will use their max speed until they are at least y degrees removed from all attackers they are fleeing from (craft that were not involved in the combat and installations should be ignored for this purpose).

x and y should be configurable by means of a #define in the code (no need to script them). Initial values could be 10 and 20 respectively. As y should always be larger than x, an assert for this could be added too.
