Transfers are useless for sellable equipment given how buying and selling currently works. Presently you can simply sell equipment for a given amount at one base, and repurchase it instantly at another for the same amount, thus eliminating the need for the lengthy delays typical of a transfer, and thus much of the usefulness and necessity of transfers.

This can be logically corrected by imposing a delay on equipment deliveries to bases similar in length to that of a transfer.

Similar delays should also be imposed on personelle arrivals after hiring for reasons of consistancy, and to prevent exploitation of instant soldier arrivals with respect to base defense. To elaborate, players should not be able to instantly amass, arm and equip a garrison immediately prior to an imminent assault on a base. Currently this practice is very much possible.

Firstly, I'm not asking that items disappear from the market after several days have elapsed; that will not resolve the issue (though it will make storehouses more worthwhile).

Secondly while the matter may not technically be a bug in the strictest sense, the current implimentation of buying and selling very clearly permits some profound exploits as mentioned in the original posting. Utilizing the current iteration of the market as a means of delay free transfer is akin to somehow being able to shoot aliens without TU expendature, and that would never be permitted.

Ooops, misread the part about 'disappearing' market stock. I had thought you meant the goods would disappear after several days elapsed, not for several days. In any case, this crude fix would not address the similar practise of firing and immediately rehiring personelle to preclude transfer delays normally associated with moving them from one base to another.

Market (Buy/Sell) should be a special transfer where the source or dest base is NULL (market) and the transfer cost is the sum of items cost.

For this, transfer system should be rewritten, cleaned up. And it shouldn't happen before the new savesystem, I think.

Unless things have changed between 2.2.1 and current dev, selling brings in less money than buying costs... there's just no on screen indication of how much the difference is.
