Transferring soldiers from base to base takes some time. This can be avoided by firing the soldier and hiring him seconds later in the target base.

A soldier that has just been fired will probably go to the nearest bar and have a drink or four. So he won't be able to do service again for the next say 24 hours.

Adding some some sort of disabled-timer to the character data shouldn't be the problem. But I'd also like to see that soldier in the employee list marked as 'temorarily not available (until)'. May be coloring/grayed/text/....

Also I would like to see a delay for hiring soldiers, equivalent to the transfer time needed to get from their nation to the target base. In this case the employee list could show the ETA or similar.

This issue and #1 - "confirm buying/selling" are sort of duplicates of #2 - "Convert Market to a special Transfer", so they will be done one day, but I think it's too much for 2.4.

I would however like to make a change that may work as a workaround this issue too: Prepaid employee. Because it is possible to hire an employee on the first day of a month and fire him on the last for free now.
