Replicable in skirmish mode. Just turn on reaction fire for one soldier, run around until almost all non-reserved TU's are used up, face him towards nearby enemy, and end turn. With a single snap shot reserved for an assault rifle and only 9 TU's left, he will often shoot 4 or more times during the opponents and civilians turns.

Happens in campaign also, affects both alien and friendly units (easier to verify with friendlies).

Version: currently using git master branch as of March 9, 2011 (commit 4a942b4f13c08aab4df64f74df1e7c5c39686830), but have observed this behavior for the past month or so.
