Investigation shows that (at least for africa map set) reason is not the normals, but inconsistent handling of default material parameters. As a result, surfaces without any associated material may get different material parameters if camera position changes. That issue should by fixed by 8a116e6e4c9b2eb6f324b20e06e43727cbb9d7bc, but +city has the similar issue at crossroads tiles. Don't know the cause yet.
