reproducible: always in new campain

steps to reproduce:
1. Start new campain (I tried Standard, Hard, Very Hard, but I think it's in any difficult level).
2. Skip intro.
3. Create HQ with 'Start with buildings' is OFF and 'Start with employers' is ON.
4. Build all necessary buildings (Power Plant, Command Center, Living Quarters, Laboratory, etc.)
5. [BUG or FEATURE?] You have to hire employers manually (soldiers, pilots, scientists and workers).
6. [BUG] Now, when you have laboratory (with power plant and command center) and all available scientists, you cann't research any proposal because laboratory available space is 0.
7. To avoid this I have to construct another laboratory in game process (not in initial creating HQ) and when it's done laboratory avaliable space changed to correct value 20.

Cann't attach ufoconsole.log cause it bigger than 256kb, tell me if it need, I'll attach it as several files.

It's two separate "bugs":
1) If "Start with buildings" is off "Start with employers" should be off either. Unchecking and disabling that checkbox is a unimplemented feature.

2) on instant build capacities (at least for laboratory) are not initialized correctly.

I'll take care of them.
