Currently, when checking whether a character can use reaction fire, the game continues to keep TUs reserved for reaction fire. e.g.:

Alien triggers reaction fire from soldier
soldier has 10 TUs remaining, and firing his weapon takes 7
However, the game continues trying to keep 7 TUs in reserve for using reaction fire, so the soldier doesn't fire.

Therefore, characters only use reaction fire when they have enough TUs to fire twice. This patch fixes that.
