The Makefile.in have a really anoying error in it.
"make install" and "make install_complete" does the same thing, which is to /also/ compile the pk3-files, even if one do not want to compile them (like users who download the data tarball. I think this is unfortunate. The old versions did not do that. There should be a difference between them. "make install" should Not compile the datafiles unless one execute "make install_complete" or "make install_data".

I have created a patch that will change this behaviour, and it inform the user that one need to execute "make install_data" to compile the datafiles (if one execute "make install").

i'm not sure whether this is enough - did you check all the installer and package targets? are they using the correct target(s)?
