Issue description

suggestion " all interceptors, including non-operable ones, should be displayed in the interception dialog. non-operational ones should be distinguished in some way in this list, and clicking on them would display reasons why that craft is inoperable (like no pilot assigned, no weapons assigned, out of/not enough fuel, out of ammo, undergoing equipment installation/removal etc).

reasoning - when opening this dialog, player currently has to memorize all interceptors he has. if an interceptor is missing from the list, this dialog has to be closed, base, -> aircraft -> equip opened (and maybe also items must be bought), item assigned. so it is possible that player has to visit this screen several times (like i just did - first to install weapons, then to check that one item is installed but other is still being installed, and then - to assign the pilot...)
