The way the equipment window currently has to be accessed - craft, assign soldiers, close window - is a bit counter-intuitive.
Also, if/when we have base raids, it should perhaps be possible to equip soldiers who are not assigned to a craft.

So, an easier reachable equip-soldiers button would be convenient.

Moreover, it is not possible to equip any soldier if the base is lacking a hangar.

Equipping without aircraft is now possible, you find equip button in hire menu for now - because there was not enough space on the main base ui for it - we will change this in NewUI once...
