As the topic says soldiers are all generated using the elite soldier template (soldier_elite - team_templates.ufo) in both campaign and skirmish games, the other templates are not ever used.
Just start a new game and look at soldiers stats - all higher than normal
I've seen in the forums people talking about how soldier have better stats in current master than in 2.3 but nobody seems to have noted it's a bug so far
