... in skirmish - this happens because the mapdef entry does contain a harvester as ufo, but the small assembly is used in both cases.

there are several options:
* fix japan.ump big assembly
* remove japan_big mapdef
* fix rma algo to fallback to working seed in case of an assembly fail

This particular fix kills RMA maps dead as a stone on Windows machines. See issue 3308987
