I got an ufoconsole.log from a 2.3.1 player on the following map:

Maybe make engine remove a random particle when all slots are used? This will help not only with the specific map case, but will also improve the situation when multiple particles are created at the same time in a manner uncontrollable by map designer (like multiple simultaneous explosions due to the reaction fire).

yes maybe - but in this particular case the fire particles are just wasting too many resources. they should just not spawn that many child particles.

Tested it with the new 2.4 fire effect. Got no errors.
