I'm not sure when this issue started, as I've been out for over a week, but after downloading and updating from the master earlier today I noticed that:
1 - Bases on the geoscape are built instantly in zero days, and, 2 - Other installations can't be built, a message comes up saying that there aren't enough bases, even if I don't have any installations at all yet.

it also works when you build command centre and powerplant in your base
the problem is that this update function is not called for the first base - i have to check why
B_UpdateOneBaseBuildingStatusOnEnable should get called, but this only happens for bases >= 2

Partially fixed, but not all the way. To reproduce (at least on Windows): Start a new single-player game, and after choosing a location for the initial base, go to the base facility screen right away and try to add structures to the base. They are built instantly. Then go to geoscape, and you'll find that other bases can be built instantly in 0 days. The only "fix" I can see at this point is that other installations can now be built (radar tower, SAM site, etc.).

this is not reproducible here - is your first base empty? then you have the chance to place your buildings with zero-buildtime in it - that is no bug, that is a feature.
other bases can be build instantly in 0 days, is fine, too - because only the buildings take time in bases. not the base itself.

Ah, I see, it looks like I misunderstood what was put in as a new feature.
I will try a few more tests with the latest revision, and if it seems to work as you describe without any other issues, I'll close this ticket then.

Summarizing: The only possible issue left here is to be able to build facilities on the first base instantly.
It is not reproducible neither for me nor mattn.
Please try reproducing again and if it still fails, attach your config.cfg please.
