1. start as skirmish rivertown map
2. select unit 4
3. move the unit one tile south east as per screen shot
4. the civ next to the unit is revealed
5. the unit walks inside the civ

tested in r28565 - the issue described is resolved
however you have introduced a new issue in the process.
the unit always stops moving when they see a civilian for the first time.
a unit should stop moving if they see an alien.
a unit should not stop moving if they see a civ, unless that civ has been exposed into the route being taken.
