in r28520

1. start the map rivertown in skirmish with default values.
2. end your turn
3. the game will begin to consume 100% CPU and will spin, you never get your turn

if I enable G_NoTU 1, then kill all the civs the crash does not occur.
it may be related, during that test, some units stacked into mine standing on the stairs after my turn ended. see attached screen shot.

if I kill the civ as per screen shot ufo40.jpg, the issue does not occur.

this may be a separate issue, but I can stand inside that civ.
1. At the start of the round, the civ is not visible.
2. Walk using the unit that is in the screen shot to the tile of the civ in the screen shot,
