the qboolean return value of SV_GetTilesFromTileSet is not needed imo

* Removed return value
* Changed distribution of max to random tiles instead of evenly (to avoid having only the first ones used if the max for the tileset is lower than the tiles in it)
* Added a check so that min doesn't end being greater than max for some tiles

As a side effect succesive uses of the same tile set will add to the max/min instead of replacing them (as isthe case for normal tiles) -- that isn't necessarily a bad thing (see forest.ump)
