* it happens when i order soldier to move to this square
* the soldier had normal amounf of TU next round, normal equipement, but he can not get out of this place, so I think it is a map bug.

I had a go at fixing this. Testing reveals that it work (the cursor still falls beneath the surface at that spot but it is now a no-go area).

I'm not sure why the cursor actually falls there (I tested with the raw visibility tracing code too and that too sees through just that part of the hill!). The "visibility" issue only affects a tiny side of the hill and so shouldn't affect the game all surrounding areas of the hill block visibility (and even the buggy part of the hill probably blocks visibility from lower angles).
