For the longest time, I thought 'Reloading time' meant how long it takes to reload weapons when returning to base - until I eventually realized that I never get any reload messages in the event log and reloading doesn't actually take any time at all. As you can imagine, this made it rather difficult to evaluate the "on paper" effectiveness of various weapons against each other.

I suggest 'Reloading time' be renamed. Possibly to 'Fire rate', or 'Firing delay' - the latter would make it clear that a lower value is better.

It's important to somehow make it clear to the player that a lower value is better, that this is the delay between shots in seconds of in-game time. Rate of Fire doesn't really do that; in fact, it implies that a higher value is better.

You're right. Rate of Fire is not appropriate.
