Currently all UI graphics use a reference resolution of 1024x768.
If the player uses a different resolution for UFO:AI the whole UI graphics get down- or upscaled.

This has a very negative side-effect: Playing in higher resolutions than 1024x768 lead to upscaled and blurry UI graphics.

We should upgrade the reference resolution to 2048x1536.
This would require following steps:

1. Upgrade reference resolution
2. Recalculate all x and y references in the scripts by multiplying them by 2 (a script should be written to do that automagically)
3. In a first step upscale all UI graphics in base/pics by factor 4, 2*x, 2*y, so a 16x16 icon would become a 32x32 icon.
4. In a second step replace all the low-res, upscaled UI gfx with new, real high res and sharp versions (which can be done 1 by 1 until all of the UI gfx have been upgraded, without breaking the UI)

We could even have 2 versions of the UI graphics and determine which one to use by the selected resolution and calculate the needed script 2d-coordinate changes for higher resolutions than 1024x768 on the fly.

I would volunteer to take task 3 and 4 and IIRC H-Hour already has based all his new UI graphics on a 2048x1536 resolution as well.

Problem is you think too much. Changing the resolution is a non sens cause it is a virtual size.
What you want is a better density of graphics...
then i can't agree with this proposal, IMO that's not the way it should take.
