On standard difficulty at least to fifth month all of counties are "exuberant" to my phalanx project.. They give me maximum financing. Month foundation equals ~900000. but 8 full formed bases costs ~1100000. 200k of difference are easy to cover with selling out of aliens equipment, but findations don't grows more and there is no things for change relationship. (something like a bigboooom). Its boring alittle. I think that system of foundation and relations for standard difficulty should be harder. Or make more random things so that it will be unreal sometimes to do all without any losses.

I think it should be balanced alittle.
