As I undestand it, any texture listed in a material file will be loaded, regardless of whether this texture is actually used in the map. Most RMAs use a set of textures that don't change with different assemblies, but some RMAs may act differently in the future. This is particularly true with +city, which will likely have different textures for different buildings.

It would be a useful optimization some time in the future to have the game check the list of textures in the material file against the textures actually needed in the bsp files loaded by a particular assembly. This would prevent the game from loading textures that are unnecessary.
