UI issue: When viewing a list with checkboxes, sometimes the checkbox is disabled. For example, in the pilot listing. The reason why the checkbox is disabled is not clear. In the case of the pilots, it's because the pilot is already assigned to another aircraft. The player has to figure this out through conjecture, there is no UI hint to indicate this. If there is a number of reasons why an item can be disabled, there is no 100% certain way to determine this.

I propose an additional UI guideline: Whenever an non-button element is grayed out, the tooltip should explain why this UI element is deactivated.

Agreed, but not easy in some cases. The point you mentioned is fixed (also for soldiers).
