It would be an interesting addition to the base construction part of the game to make some squares on the grid invalid for placing facilities. The ground could be too soft or there could be a water hazard there, that sort of thing. The result would be that the player is compelled to adapt his building plans to the base site, adding a little more variety to the base layouts.

The "invalid" squares should be randomly chosen between zero and, say, four squares. The squares should then be randomly distributed on the grid.

The initial base should always have zero invalid squares.
