1) In description of Living Quarters is "It provides living space and sanitation for up to 20 people and several necessary ancillary personnel".
But maximal number of hired employers is 32.
Is it x20 ? :)
2) In description of Laboratory is "provide work space for up to 10 scientists each". Currently possible to have up to 19 scientist in same lab and all of them will in work (progress on all projects exist).
3) Storage. Currently possible to buy any ammunition and equipment without presense of this module on base.
4) Hangar (any). Is possible to buy any aircraft without presense of hangar for them. Buyed craft will accessible only after hangar will be built.

http://ufo.myexp.de/wiki/index.php/TODO/2.2 : Base facilities limits usage - currently there is a 'capacity' member of 'building_t' struct in the code; the purpose of this is to limit various things for various facilities.

1) This is a temporary workaround untill we will start first base with two living quarter facilities.
2) 3) 4) limits and facilities usage will be introduced in 2.2.

Implemented in various revisions, see wiki TODO page for details. 1) is okay - due to design decisions the Living Quarters facility in first base can have more space than any other Living Quarters facility.
