aDuke, I attached the testcase. I can not see a real problem with this, but you might want to take a look.

An actor can walk down the stair without problems, while walking up is not possible.

My only real concern about this is, the actor should be able to move the stair up while crouched. There is for sure enough room for this.

It's not a matter of headroom.
The first step of the staircase is too high: 9 mapunits.
A single step must not be higher than 8.
==> either lower that step by 1 or place an additional step in front of it.

Over the actor is a Level 2 floor . Remove this, and the actor will take the stair without problems, either walking or crouching.
I attached a second testcase for this situation. This is why I thought it is some headroom issue.
Changing the first step of the stair to 8 helps only because it gives more headroom imo.
