When creating a multiplayer team, it seems that the UFO:AI reads the language settings for the menus from language files that correspond to the Windows regional settings instead of from the language selected from UFOAI settings. This can be seen when the team being built is pilots, since that entry appears in the Windows regional language. See screenshot.

The problem is very much the same as the (already fixed) issues #3179704 (Language selection broken) and #2981899 (Keymap Display Does not Match Language Setting). Looks like there is one more incorrect environment variable reference in there somewhere.
