My version of game: 2.3 IA-32 jun-16 Win32: Game crash after loading terror city mission (factory area).
Game is crashed when I try to move or zoom a map: Graphical artefacts with opened "runtime library C++' window.

Your screenshot doesn't show any crash. Please upload ufoconsole.log and give more detail about the crash itself. Thanks!

As you see on the screenshot are graphical bugs: no base ship (only shadow) and black rectangle regions on map. After moving camera/zoom game is crashed.
