I was able to spot a civilian though a window and a wall(!) with the actor standing next to window (NOT using IR-googles).

I think this was happening because the civ is standing on a box, and so his head was visible above the wall from your unit's position outside the window.

I've added actorclip brushes so that units can't climb up on the boxes there, but this does reduce the room for maneuver or hiding in that storage room. If climbing on the boxes is important, an alternative fix would be to build level 2 interior walls which are currently missing (for optimization, I assume).
