According to wiki

plasma rifles should be researchable as soon as you obtain and have 1 in the base.

In svn 28860 this is not true, I have the prereq, but it's stil not possible to research the item. Pistols, kerrblades, grenades all work fine to research.

Don't know if this is intended. If it is both the wiki and the research tree needs updating

I believe this change was made consciously, but I've changed it back in r28897. The gradual introduction of the plasma weaponry will encourage people to research them in that order anyway.
