tested in r27771.
1. select a unit
2. reserve TU for shots or reaction fire
3. open that units inventory
4. move inventory from one slot to another until all TU are consumed.

I should not be able to make the inventory changes if I have reserved TU set and the cost of the movement would consume TU beyond what is reserved.

tested in r27866 - TEST FAILED
i was able to reserve TU and move item in the inventory until TU remaining was less than reserved TU.
set status to Open

OK, after discussing this on IRC:
* r27860 fixes this issue for 'reserve shot' and 'reserve crouch' buttons/reservations
* remaining issue is with RF button, but according to BTAxis, RF button should not reserve anything, but that is another issue which needs to be CLARIFIED with designers first, before it gets fixed
