tested on SVN:27596
in the battlespace, when moving a particular unit, starting from the crouched position.
The movement is of the length that will cause the unit to walk and at the end of the movement, resume crouching.
If that unit spots an enemy, the movement stops to show u the enemy path line of sight. this a good thing.
The issue is that the unit crouches at this point, consuming valuable TU unexpendedly. the unit should remain standing so I can control if the unit is to keep moving or crouch or shoot or throw a grenade at the wall and watch it bouce back FTW.

testing result - failed

r27602 was 1st part of the fix - for the cases of moving; r27693 is 2nd part of the fix - for the cases of turning; please test with r27693 or newer and report back here whether fixes works

tested with r27699 - test passed.
it is a bit difficult to know if I tested both updates to SVN - (moving and turning). I will close the bug, if I can make the issue happen I will re-open the defect.
These cases were tested:
1. an alien shot at me, and the unit stayed standing - bonus passed
2. an unit walked and spotted an alien, and the unit stayed standing - passed
