On most maps your "indoor" soldiers need to left the dropship trought the cockpit.
Some maps dont have that problem
and others don't give the possibility to use the cockpit
than your indoor soldiers are only moveable in the dropship
Outdoor soldiers dont have any problem
except going in the dropship

This bug hasn't been seen for several weeks now. Imho we can safely assume it has been fixed :)
