reproducible: always in campain

steps to reproduce:
1. Load attached savegame.
2. Fly to mission and complete it.
3. In 'Store UFO' dialog 'Store' button will be disabled while PHALANX HQ have UFO large hungar.

Scout and Fighter crafts need small ufohangar, Harvester goes to big one.

Later (after 2.3) these buildings will be removed and ufos will be stored in offsite installations, so I will leave it as it is for now.
