revision 22014.
start a game, enter vid_restart. notice how radar overlay is not drawn anymore (though range ellipses are).

additional problem: 2D only shows night overlay, no day/night change any longer (day/night is no problem on 3D)

radar overlay is no longer an issue, too - the textures are looked up at runtime now, and are not cached anymore.
