did some improvements in 23670 (and before):
- tooltip shows missing dependency
- overview popup in build buildings menu shows operational state if working with unresolved dependencies

actually both only use actual buildings dependency: e.g. for missile launcher -> command center -> power plant if only power plant is missing: missile launcher will complain about missing command center, command center will complain about missing power plant.
