disabled spinner controls are too similar to enabled ones-0 they should differ more by being darker and maybe also losing some colour

could you just hide the spinner when not needed maybe? i mean value max/min -> upper/lower button disabled; value unchangeable (ie research lacking prerequisites) -> hidden

no, that would be bad (disappearing ui elements is considered bad design in general :) )
the code & data seems to be there already, the controls just should be greyed out more visibly

It the case of unreachable one, it maybe better to hide it. Every thing you can do on the current GUI will never active it. On another hand, the tooltip of the spinner (i dont check how it work yet) can provide the why of the disabling, so it became informative. But its another topic.

Feel free to edit the spinner_blue.tga. I am not a graphiste.
