This bug was already reported, but in much earlier revisions, and the issue is closed in the tracker, so i thought i should write a new post.
Looks like this happened not in player's move as reported before, but in civilians' one.

I confirm I had occurences of this bug too, on a very recent build.

if you can reproduce this somehow or get this very often, please try to go back 100 revisions, retry, go 50 revision forward and so on unti you nailed down the revision that caused this.
