I agree that size-to-weight is not correct.
Actually I see two ratios relevant for a material to be used as a fuel:
volume-to-mass (=density) and
energy-to-mass.

In russian version I translate it as "вес топлива к полученной энергии" - "fuel weight to getting energy" or something like this, google say this

It's not just weight/mass to energy. Think of gas. Volume is also important.
