okay, so how do I enter that building? I can't find a door or a doorway, I do see a gate but can't open that.

There's a Hummer on its side on the road, go there, pick up the bomb, walk the newly equipped demoman into the green cloud by the gate, run the fuck away, enjoy.

So what's that green cloud, anyway? Do those just mark locations where I can do something, like, blow stuff up?

The green smoke is not used for this in general. Could be something else.

Don't worry. Neither did I.
I was just playing that mission when I noticed the post.
Though I did once complete it using only grenades.

Easy way is Main menu -> Single-player -> Skirmish -> choose fueldump map.

Hard way is playing campaign all day long.
