well, that's the channel and the server - it's working here. maybe your firewall blocks irc?

ah ok, you will need an irc client - no webbrowser to connect on the irc server. try mirc ( http://www.mirc.com/ ) e.g.

but there may be better clients and free client, too - just google for "irc client windows" or search at sourceforge.net http://sourceforge.net/search/?rc=1&type_of_search=soft
