How do I shoot?

This may seem remarkably like another thread from last June, but I don't want to necropost.

Am I supposed to be able to left click on an enemy and have my guy fire at him?  Because that's not happening.

My fire mode is set and my guns are loaded.  I just get the red hitbox around them but nothing happens when I click it.

Just like the guy in the other thread, reaction fire seems to be working OK, but I can't just plain old shoot when it's my turn.

I am running v2.3.1 on Windows 7 Ultimate.

Click the crosshairs button.  The cursor should change to a targeting cursor and then you can fire.  You'll need enough TU's and ammo for the selected fire mode, and for non-pistol weapons the off-hand generally must be free.
