Unable to transfer anything between bases

using 2.3 stable
I have been able to transfer a lot of items between bases - I was using this mainly for antimatter and aliens where I did not have containment
Suddenly no transfers were possible -- all looks OK from the UI but clicking on the transfer button does nothing
is this a known bug?

I'm not sure if it is a bug*. Please open a ticket for it on our Bug Tracker with your savegame and ufoconsole.log attached.

*You can do max 16 transfers at the same time
