RC4: Text under cursor / clickable area don't match

in the basebuilding-screen, the text under the cursor
and its highlight don't match, i.e. are about one line apart.

Also, when clicking on some entry, the
wrong entry one line above is selected.

This is very confusing and frustrating, because
it easily leads to building the wrong buildings.
And building cannot be undone or removed...
