Radar-coverage

When building a new base, it would be useful to see the radar-coverage
of the existing bases, and a circle around the cursor indicating the
radar-coverage of the new base.
Maybe in different colors for real (already built) and potential (not yet built)
radar-coverage, and for different types of radar.

A nice feature would be a thing like an old fashioned sonar display in submarines. but implemented in the earth view. the longer the radar reach the longer the coverage of the 360 degree vison is. But hey lets do the developers the other things first.
