Problem from 2.1 resurfaces in 2.3 Beta

Seems the game ALLWAYS wants to start in windowed mode, and if you start the game, go to options and Click on Fullscreen it Crashes out, tried to remember WHERE I changed the windowed to Fullscreen but I forget the file name. Game needs an Easy to find Ini type file where people can change certain Graphical settings before even starting the game... At least for the betas.. Just a helpful Idea, lol Still an AWSOME game, even for free. lol

He mentioned 2.3 beta in the topic, which would be the test installer available on http://mattn.ninex.info. Since the installer up now is older than his post by over two weeks, and there's only a Windows version available, I would say that answers both questions.
