I think there should be a way to dismiss the recruits on the list who are tomatoes. If someone cannot aim and cannot handle any gun more than 19 I just do not think I will need him. A couple of new candidates should show up instead every 1-3 months.
This would decrease the luck factor for recruits at the beginning as well.
Maybe you can tweak the recruits menu and implement a more advanced management of eqiupment, assignment to a ship and other stuff like "days in hospital".
This would be a great improvement in meanings of base management gameplay.
