Description
At the beginning of a turn just after your soldiers used their RF, the 'Toggle RF' button will sometimes indicate the same icon as it does when you can't turn RF on. Clicking on it does nothing, so you can't turn RF off.

Selecting a soldier who is not on RF mode (e.g. a rocket launcher) will jolt the game out of this state.

The soldiers who have RF on will now have the 'RF on' icon displayed on the button, and clicking it turns RF off as expected.

Also (maybe related), at the beginning of the first turn, it is sometimes (not always) possible to switch RF on for rocket launchers / grenade launchers. The game hangs if you end the turn with it on though.

Here's a log with ufo +set developer 1, both bugs occurred though obviously I haven't a clue if they show up...

Steps to reproduce this issue
1) Start skirmish on a map in which you can see the enemy to start. Wilderness at default settings (16 enemies, default phalanx squad) should work fine.

2) Tab through all soldiers, turning RF on via button for those soldiers able to use it (note that *sometimes* it will let you turn it on for rocket / grenade launchers).

3) Make sure a soldier with RF on is selected.

4) End turn.

5) At start of next turn, tab through your soldiers again. Note that you cannot switch RF state until you hit one who has RF off, at which point switching back to earlier soldiers will allow you to switch their RF state. Note that if instead of 3) you select a soldier who does not have RF on before ending turn, the bug doesn't trigger.
