Compiled 30149 last night and have the same problem.  The mouse works fine on the HUD, but cannot click or select anything in the battlescape itself.  Keys do work however.  Geoscape is unaffected.
Everything worked fine with 30106 that I was using previously.
I'm running Windows 7.

I've attached my save, but I don't think it is save related.

I also attached save, you have to go to available mission just north of the HQ.

Just to clarify that:  the save works fine with Destructavator's 30111 v2.3 build.

Tried again with 30152.  I rebuilt all the maps this time - no luck, the bug still persists.

It is nothing about maps, but about the client code.
