liboggplay is not available on most linuxes (repos) and macos (macports)

A quick search on Google found information for all three major platforms:

Assuming I didn't find the wrong thing in my search, could we distribute the library with the game?

it's not that the lib is not portable - it's just not available in the repos.

But does it have to be in a repo?  Can't we just bundle it with the game?  Heck, by comparison, Windows doesn't have repos like Linux does, and programs typically bundle what they need included.  If the license allows it, why can't we just include it anyways?
